Brown: State to Suffer due to Governor and GOP’s Inaction

on Health Exchange  

 

OKLAHOMA CITY (June 28, 2012) The Supreme Court’s landmark ruling on health care reform will have a profound effect on hard-working, middle class families who will be protected from insurance company abuses, such as having unchecked power to cancel policies, deny coverage, or charge women more than men.  

“This was a case of David versus Goliath, in which Goliath was the deep-pocketed insurance industry, and David was the 129 million people with pre-existing conditions and millions of middle class families who lacked any security of affordable health coverage,” said Rep. Mike Brown, D-Tahlequah.

“I am very pleased that pressure from special interests was not able to take the slingshot out of David’s hand, and that the Supreme Court made their ruling based on the Constitution, not electoral politics.”

Rep. Brown noted that Chief Justice John G. Roberts, Jr., appointed by former President George W. Bush, ruled in favor of upholding the Affordable Care Act. 

With this ruling, however, Rep. Brown has concerns given the blasé attitude Republican leadership has had towards implementing a state exchange by the November deadline. If this deadline is not met, Oklahoma will automatically be absorbed into the federal system. 

Rep. Brown pointed to the initial acceptance, then rejection, of $54 million in federal money by Governor Mary Fallin to set up the state change. 

With no new revenue source, he now questions which core services will be cut in order to replace the forfeited $54 million in federal grants. 

“For purely political purposes, Gov. Fallin flip-flopped on her decision to accept federal dollars for the state exchange, which at the time she said we were lucky to receive. She refused these dollars and refrained from making any other effort to be in federal compliance. So here we are now – our state is short $54 million and Gov. Fallin has egg on her face.”

“Like the saying goes, ignorance (or refusal to acknowledge) the law, excuses no one.”

“Gov. Fallin and Republican leadership gambled that the Supreme Court would overturn the Affordable Care Act, and did nothing in the meantime, which in my opinion amounts to a dereliction of duty to the people of Oklahoma.”

 

Provisions of the Affordable Care Act

 

  • Preventive care will be covered free of charge by insurance companies–including mammograms for women and wellness visits for seniors.
  • Soon, no American will ever again be denied care or charged more due to a pre-existing condition, like cancer or even asthma.
  • By August, millions of Americans will receive a rebate because their insurance company spent too much of their premium on administrative costs or CEO bonuses.   
  • Many seniors will continue to save $600 a year on their prescription drugs. 
  • Millions of young adults will still be able to stay on their family’s plan until they’re 26.

 

The Security of Affordable Coverage – Benefits & Protections By the Numbers:

 

  • $10.7 billion has been recovered by cracking down on waste, fraud, and abuse in Medicare all while securing and protecting the benefits seniors have earned.
  • 86 million Americans have benefitted from free preventive services like mammograms for women or wellness visits for seniors.
  • 17 million children with pre-existing conditions can no longer be denied coverage.
  • 12.8 million Americans will benefit from rebates because their insurance company spent too much of their premium dollars on administrative costs or CEO bonuses.
  • 6.6 million young adults have the security of coverage until age 26.
  • 5.3 million Americans on Medicare have saved an average of $600 on their prescription drugs.
  • 70,000 Americans with pre-existing conditions now have the security of coverage.

Oklahoma City– Tom Guild, the Democratic Nominee for Congress from Oklahoma’s Fifth Congressional District, supports today’s Supreme Court decision to uphold the Affordable Health Care Act.

“I am very pleased that the United States Supreme Court upheld the Affordable Care Act.  The fact that Republican and Bush Appointee Chief Justice Roberts cast the deciding vote to uphold the law is an important signal that the country needs to come together in a bipartisan fashion and create jobs and support education, pass the highway bill, and stop college student loans rates from doubling in two days.  Progressive Republican President Teddy Roosevelt first introduced health care reform more than 100 years ago.  However, without a Democratic Congress and President, the Affordable Care Act would have not been possible.  The same folks who want to privatize Social Security, and have voted to end Medicare, want to undo the ACA even before it has fully gone into effect,” said Guild.

“The law already forbids insurance companies from refusing to cover children with pre-existing conditions.  This will extend to adults with pre-existing conditions in 2014.  The law now requires that 80-85% of the proceeds from insurance premiums be spent on those who are insured by each company.  It prohibits large percentages to be spent on overhead including astronomic bonuses for health care company CEOs.  The law outlaws lifetime caps on payouts to those with health insurance.  This will reduce the number of folks who are forced into bankruptcy, because expensive and/or catastrophic health emergencies rack up bills that virtually no families can pay.  It also allows families with children to keep their children on their health insurance policies until age 26.  This is one of the most family friendly and pro-families laws in recent memory,” concluded Tom Guild, Fifth District Democratic Nominee in CD5.

Oklahoma GOP Leadership Loses Big Bet on Gamble with the Lives of Oklahoma Citizens

Oklahoma City – The supreme court upheld the decision on providing better healthcare to millions of Americans. However, due to the inactivity of our State’s Republican Leadership, Oklahomans will have to play catch up. The GOP leaders turned down $54 million in federal funding to set up a health insurance exchange.

Now, Governor Fallin has remarked that this act will cost Oklahomans $500 million which is simply incorrect. We have been led to believe that the healthcare law will “add hundreds of billions of dollars to our deficit” and that “we still don’t know how much this law will eventually cost.” Wrong, and wrong again. Time after time the Congressional Budget Office has said the health care law will reduce the deficit – by more than $100 billion in the first 10 years, and more than $1 Trillion in the second decade. Passing health reform was the fiscally responsible thing to do, and suggesting otherwise is just dishonest. In addition, the affordable care act lowers health care costs for millions of Americans through health insurance exchanges, caps on out-of-pocket payments, tax credits, and expanded access to Medicaid. In fact, most of these benefits were put in place almost 2 years ago and have been helping Oklahomans afford healthcare ever since.

Oklahoma Democratic Party Chairman Wallace Collins said, “It is immoral for the Republican leadership to gamble with the lives of our citizens and now they should start helping restore Oklahoma.”

Tom Guild Supports the Recently Announced Policy Directive From the U.S. Department of Homeland Security

Tom Guild, the Democratic Nominee for Congress from Oklahoma’s Fifth Congressional District, supports the recently announced policy directive from the U.S. Department of Homeland Security.  The DHS policy seeks to give limited protection to some undocumented individuals under 30 years old who were brought to the U.S. as children.  Those meeting the requirements of the new directive may avoid deportation or have their deportation proceedings suspended and become eligible to receive a deferral of such deportation actions and to apply for a two year application for work authorization in the U.S.

Under the newly announced policy, those who arrived in the U.S. before age 16, who have been in the U.S. at least five years, are in school or have served in the U.S. military, and are not a threat to national security are eligible to stay in the U.S.

“This newly announced policy beats the suggestions of some politicians who advocate self-deportation, by making immigrants lives in the U.S. so unbearable that they decide to leave our country.  It would be preferable if this do-nothing Congress would do their job and come up with a long-term solution.

In the meantime, this is a sensible and humane way to deal with the innocent children of undocumented immigrants, who were brought to this country and in some cases have no memories of or loyalty to any country other than the United States.  The prospect of deporting 18-year old high school valedictorians, who are aspiring to become our country’s next generation of scientists, doctors and attorneys, is the equivalent of cutting off our country’s nose to spite its face,” said Tom Guild.

Guild added, “There will be those who favor process over humanity.  Some will favor harsh approaches instead of protecting valuable human resources.  Some will not choose to do unto others as they would have us do unto them.  If Congress would simply fulfill its constitutional responsibility to set reasonable immigration policy, stop gap measures would be unnecessary.”

The incumbent congressman in the Fifth District opposes the new DHS initiative.

Implementation of the new policy is set for August 15, 2012.
